Can we enhance CF's security so it honours the security groups (the same as Gen 1 CF's do).

Background - some employees currently have access to initiate a form on behalf of themselves even if the security groups they are part of does not allow them to do so (eg they shouldn't have access to increase their own pay).

For example;

The following employee should only have access to employees who meet the following criteria (which does not include themselves), however, they are able to initiate a form for themselves (ie they appear in the pick list in error);
